Haguro was laid down in March 1925 at the Mitsubishi Nagasaki Shipyard as the fourth ship of the Myō-class cruisers.
Initially, Haguro was planned to be built at the Kure Naval Arsenal, but it is said that the order was reassigned to rescue the Mitsubishi Nagasaki Shipyard, which was suffering financial difficulties due to the economic depression and the signing of the disarmament treaty.
Furthermore, while Haguro was being outfitted, Mitsubishi Nagasaki received an order for a luxury passenger ship, and the ship's interior was modernized based on that ship's design, which was extremely well received.
